  • KidsNet Georgia is a targeted expansion of a successful effort in Rockdale County to improve outcomes for youth with Severe Emotional Disturbances who are involved with multiple agencies. KidsNet focuses on providing community-based care where youth and families are viewed as essential partners working in collaboration with child-serving agencies.
  • In 1999, Rockdale County received a federal grant to improve service delivery and outcomes for youth at risk for out of home placements and their families. Since that time, KidsNet Rockdale has demonstrated success at decreasing expenditures for costly out-of-home care by developing intensive community-based alternatives that allow youth to thrive in their home communities. KidsNet Rockdale was recognized as a “Learning Center” for the state and received funds to expand the System of Care to additional communities that have demonstrated readiness for transformation.

  • KidsNet Georgia sites work toward the development of what is known as a “system of care” for the community’s most vulnerable youth and families. The goal of system of care activities is to improve youth’s ability to function at school, at home, and at play and to avoid progression into more restrictive, higher level, expensive out-of-home care by supporting collaboration among all child-serving agencies and community partners. The system of care is the term for a transformed way of doing business that is characterized by
    • Family involvement
    • Individualized, strength-based services
    • Collaboration among all providers and community partners
    • Documentation of outcomes and cost/benefit analysis

  • All child-serving agencies in Georgia have embraced the System of Care approach and the Department of Human Resources and the Department of Juvenile Justice have committed significant resources to the expansion of KidsNet. In addition, the Annie E. Casey Foundation through its Juvenile Detention Alternatives Initiative (JDAI) has also worked in partnership with KidsNet as a result of shared interest in child outcomes.
  • A State Oversight Committee, KidsNet Georgia, chaired by the Governor’s Office of Planning and Budget, is responsible for the selection, implementation and monitoring of KidsNet expansion. The Committee is seeking funds to expand beyond the initial pilot sites to include all Georgia communities.

  • KidsNet Georgia Phase I expansion pilot sites include:
    • Newton County (KidsNet Newton)
    • Savannah (KidsNet Savannah)
    • NorthWest Georgia (KidsNet Northwest Georgia)
