On August 11, 2018 at approximately 0239 hours, Sgt. Justin Kelly was patrolling the area of GA. HWY. 38 near its intersection with Carters Mill Road, Brinson, GA, 39825. While patrolling, Sgt. Kelly observed a white Hyundai Tucson travelling East on GA. HWY. 38. Sgt. Kelly was unable to locate a license plate on the Tucson.
